النائب رياض العدساني يقدم استجواباً إلى وزير المالية براك الشيتان للمرة الثانية من 3 محاور

الشيتان يواجه العدساني من جديد

للمرة الثانية، قدم النائب رياض العدساني استجوابه من 3 محاور إلى وزير المالية براك الشيتان، الذي انتهت جلسة استجوابه الأول في جلسة 16 الماضي اكتفاء بالمناقشة، دون الوصول إلى التقدم بطلب لطرح الثقة، أو تقديم توصيات.

و من خلال هذا الإستجواب الجديد من 3 محاور، سيقدم النائب رياض العدساني استجوابه إلى وزير المالية براك الشيتان، تحت عناوين «البيانات المالية والوثيقة الاقتصادية الجديدة 2020، والمؤسسة العامة للتأمينات والاستبدال الربوي، والقضايا المالية وتضليل الرأى العام».

وقال العدساني في مقدمة استجوابه: إحقاقاً للحق والتزاماً بالقسم العظيم الذي أقسمناه أمام الله ثم أمام الشعب الكويتي، وتأكيداً لمبدأ الأمانة والتصدي والذود عن حريات الشعب ومصالحه وأمواله، فقد بات جلياً خطورة الممارسات الحالية للوزير المستجوب واستمرار التسيب والتراخي والإهمال الذي أدى وسيؤدي الى تفاقم القضايا والتطاول الصارخ والصريح على مقدرات الشعب الكويتي من خلال قرارات تخبطية تؤثر سلباً على المواطنين.

وأضاف العدساني: ولم تكتف هذه القرارات بتحميل المواطن أعباء مالية تعود بالضرر المباشر عليه وغير المباشر على الاقتصاد، بل خالفت ما نص عليه الدستور، مما استوجب تجديد المساءلة السياسية والتصدي لهذا النهج الخاطئ في الإدارة المالية للدولة والحد من هذه الممارسات الصارخة وكشفها أمام الشعب الكويتي.

وشدد العدساني على أن الملاحظات والمخالفات والتجاوزات طالت عدة مفاصل وجوانب أبرزها إدارية ومالية وقانونية وفنية، ومنها قضايا متعلقة باستباحة المال العام، والهدر بالمصاريف وقضايا غسل أموال وتضخم حسابات والتكسب غير المشروع وشبهات تنفيع وتعارض المصالح وتكريس مبدأ استغلال السلطة والنفوذ والمناصب لتحقيق مصالح شخصية، دون اتخاذ أي اجراء بحق القضايا المذكورة في مقدمة هذه الصحيفة وإنما هذا هو التراخي والكيل بمكيالين.

ورأى العدساني في صحيفة استجوابه أن السياسة التي يتبعها الوزير المستجوب شابها الغموض وفقدان الشفافية والكيل بمكيالين والهدر بالمال العام واستباحته وعدم الحرص على معالجة الملاحظات والمخالفات والتجاوزات الصارخة والذي استمر العديد منها دون إجراءات حقيقية خاصة من قبل الجهات الرقابية بالإضافة إلى الغموض في المالية العامة وفيما يتعلق بالخطة الاقتصادية وميزانية الدولة وانما تخبط واضح في سياسة الوزير مما يتطلب محاسبته وتحريك المساءلة السياسية.

الوثيقة الاقتصادية

وجاء المحور الأول تحت عنوان «البيانات المالية والوثيقة الاقتصادية الجديدة 2020»، وأكد فيه العدساني أن سياسة وزير المالية المستجوب لا تتسم بالفعالية وذلك من خلال نتائج الفحص والمراجعة ولجوء الوزير المستجوب إلى إقرار مشروع الدين العام (القرض العام) بقيمة 20 مليار دينار وتقديم وثيقة اقتصادية فيها مساس مباشر بجيوب المواطنين ومعيشتهم علما أن مثل هذه الإجراءات لم ولن تكون حلاً مثاليا وذلك من خلال المساس بمكتسبات وحقوق المجتمع.

وقال إن رؤية الوزير المستجوب تؤكد أنها ضد رفاهية المواطن ويتحجج في ظل الحالة الاستثنائية الراهنة التي تواجهها دولة الكويت بسبب جائحة فيروس كوفيد 19 المستجد، والأعباء المالية الإضافية التي اقتضتها الاحتياجات الطارئة للجهات الحكومية ذات العلاقة في مواجهتها لهذه الجائحة، وتزامن هذه الأزمة مع الانخفاض الحاد في أسعار النفط.

وأكد العدساني أن معظم ما جاء في الوثيقة الاقتصادية عبارة عن قرارات تنفيذية وليست تشريعات بالإضافة إلى أنها وثيقة جديدة تم اعدادها في شهر مايو 2020 وتخص وزير المالية الحالي وليس كما ادعى الوزير المستجوب أنها وثيقة 2016 هذا عار عن الصحة وتزوير للحقائق.

الاستبدال الربوي

أما المحور الثاني، فجاء تحت عنوان «المؤسسة العامة للتأمينات والاستبدال (الربوي)»، مشيرا فيه إلى أن التعديلات التي أقرها المجلس مؤخرا حرمت شريحة كبيرة من المتقاعدين من الاستفادة من هذه الميزة كونهم لا يتعاملون بالربا، ويفترض النظر والحرص على الشرائح التي لا تتعامل مع الربا والدليل أن وزير المالية الحالي أحد المصوتين بالموافقة على القانون الربوي، ويتناقض مع ما ذكره في جلسة مناقشة الاستجواب.

واستطرد العدساني: مما يؤكد صحة ما جاء في الصحيفة السابقة للاستجواب الماضي، التي تضمنت بأن الوزير يقف حجر عثرة أمام المواطن المؤمن له وهو ما جاء ذكره بشأن تعديل قانون التأمينات الاجتماعية والمواضيع المتعلقة بالاستبدال (الربوي) علما بان قد أعلن وزير المالية الحالي عن إنشاء كيان وفق الشريعة الإسلامية فيما يتعلق بقروض المتقاعدين إلا أن هذا الأمر لم يتم ولا يوجد بديل إلا بالنظام التقليدي الربوي.

وأشار إلى أن 75% من حالات الاستبدال محددة المدة لأصحاب المعاشات التقاعدية متركزة في مدة 15 سنة ومن الطبيعي سيتم حرمان ممن يرغب في هذه الخدمة من الشرائح التي لا تتعامل مع الربا، مبينا من جهة أخرى أن النتائج عن وجود صافي عجز يبلغ 17.406 مليار دينار ويأتي الاهتمام بفحص المركز المالي لصناديق المؤسسة اكتواريا وهو تقديري، ومن حيث انه يضيف بعدا خاصا بإلقاء الضوء على مستقبل هذه الصناديق ومستقبل الوفاء بالتزاماتها بالنسبة للجيل الحالي والأجيال القادمة.

تضليل الرأي العام

واخر محاور الاستجواب جاء تحت عنوان «القضايا المالية وتضليل الرأي العام»، الذي قال فيه ان من مسؤوليات وحدة التحريات المالية الكويتية في حال توافرت لها دلائل معقولة للاشتباه في أن الأموال متحصلة من جريمة أو أموال مرتبطة أو لها علاقة بها أو يمكن استعمالها للقيام بعمليات غسل أموال أو تمويل إرهاب، إبلاغ النيابة العامة، وكذلك إحالة المعلومات ذات الصلة إلى الجهات المختصة.

وأضاف العدساني: هناك العديد من القضايا والمخالفات الجسيمة والتعديات الصارخة التي من صميم مهام ومسؤولية الوزير تتضمن تجاوزات وتعديات صارخة منها غسل أموال واستباحة المال العام وتضخم الأرصدة البنكية وتعاملات مشبوهة وعمولات وتحويلات وايداعات ولم تقم الجهات المعنية بدورها الأصيل ومنها التأخر في تقديم البيانات أو المماطلة فيها أو عدم تقديم تقارير أو مستندات ثبوتية إلى الجهات المختصة مما يعطل سير الأعمال وعرقلتها ونقصان الأوراق الثبوتية لملفات وعدد من القضايا المهمة والحساسة، مشيرا إلى أن عدم اتباع الأساليب السليمة وفق المعايير الصحيحة والمستندة على قوانين الدولة يضر بالمصلحة العامة.

واستدل العدساني هنا بضعف متابعة قضية أبراج كابتال والمستجدات التي حصلت والمتعلقة بالمؤسسة العامة للتأمينات الاجتماعية حيث في شهر مايو 2018 بتقديم دعوى لتصفية تلك الشركة أمام محاكم جزر الكايمن، وذلك بعدما تبين لها عدم قدرة الشركة على سداد أصل القرض المستحق بتاريخ 3/6/2018، وعليه قامت المؤسسة بتقديم لتصفية الشركة.

وتحدث العدساني عن أهم أسباب اعتراضه على مشروع الاستحواذ (بيت التمويل على الأهلي المتحد)، قائلا: سبق أن ناقشنا هذا الموضوع في استجوابنا عام 2019 وذلك لاعتراضي على مشروع اندماج بيت التمويل الكويتي والبنك الأهلي المتحد في مملكة البحرين وأؤكد انني بنفس موقفي السابق في معارضة مشروع (الاستحواذ) لنفس الأسباب السابقة، كما أوضح أن وزير المالية الحالي ضلل الرأي العام بأنه هو من طلب إعادة تقييم شاملة لصفقة استحواذ بيتك على البنك الأهلي المتحد البحريني، للتداعيات المترتبة على آثار وباء كورونا للنظر في جدوى عملية الاستحواذ وهذا غير صحيح إطلاقا.

وتحدث العدساني عن برنامج (الاوفست)، كما أشار إلى أنه تقدم برسائل واردة وتمت الموافقة عليها من قبل مجلس الأمة إلا أن الوزير المستجوب تقاعس عن القيام بدوره وذلك في فبراير ومارس 2020 عن الأحكام الصادرة ضد شركة Airbus ومنها الرشى المقدمة خلال صفقات شراء الطائرات بالإضافة إلى المنظومة الإجرامية والتعديات المالية للمدير الأسبق للتأمينات الاجتماعية

«الصندوق الماليزي» لم يحوَّل كاملاً للنيابة

تضمن المحور الثالث العديد من القضايا، ضمنها قضية الصندوق الماليزي، وقال فيها العدساني: لقد أخذت القضية أبعادا سياسية ومالية محليا ودوليا، فهي من قضايا الفساد التي فيها عمولات وتحويلات وايداعات مالية مشبوهة وشبهات غسل أموال وجرائم مالية ضخمة إلا أن المؤسسات المختصة المحلية والتي تحت إشراف الوزير لم تتعامل مع هذه القضية بحكمة، وأؤكد أن الوزير المستجوب أدلى بمعلومات خاطئة وضلل الرأي العام بمن فيهم النواب.

وأكد العدساني أن ملف الإحالة لم يتم تحويله كاملا وانما هذا هو التراخي والتمادي على القانون حيث ان هناك تعاملات مالية مشبوهة بعملات مختلفة وتحويلات مليونية تصل إجماليها إلى مليارية وتشير إلى عدم وجود نشاط فعلي لإحدى الشركات التي مقرها في دولة الكويت بالإضافة إلى عدم وجود مبررات لتلك التحويلات دون مراعاة متطلبات المعاییر الدولیة وحدد الأدوار المرسومة لجمیع الجهات المعنیة ومن بينها البنك الكويت المركزي، والجهات الرقابیة الأخرى.

وتابع العدساني: التحقيقات الدولية تشير إلى تعديات صارخة واتهامات بحق الممارسات التي تمت بالصندوق الماليزي ومنهم كويتيون وشركات محلية استغلت الأمور أبشع استغلال لتحقيق مكاسب شخصية إلا أن الجهات الحكومية المعنية لم تتحرك بالمسار الصحيح كما ذكرت في هذه الصحيفة وتمت إحالة الملف (ناقص) إلى النيابة.
